Hassan Adan Mulata who founded IfPC in 2014 to advance peace, accountable governance, and inclusive development through community-led solutions.
Overview
Hassan Adan Mulata is a seasoned governance, peacebuilding, and community development practitioner with over a decade of experience working in northern Kenya’s fragile and conflict-affected contexts. As the Founder and CEO of Initiatives for Progressive Change (IfPC), he provides strategic leadership in advancing inclusive governance, peacebuilding, youth civic engagement, and social accountability across Marsabit County and beyond.
Founder’s Role
Hassan Adan Mulata founded Initiatives for Progressive Change (IfPC) in 2014 out of a strong commitment to address the governance gaps, recurring conflict, and development inequalities affecting communities in northern Kenya. What began as a grassroots vision to create a platform for dialogue, accountability, and youth inclusion has grown into a respected community-based organization advancing peacebuilding and citizen-driven development across Marsabit County and beyond.
As Founder and CEO, Hassan has played a central role in building IfPC’s institutional identity, strategic direction, and community trust. He has led the organization in designing and implementing impactful, donor-supported programmes that strengthen community resilience, promote inclusive governance, and expand civic space for marginalized voices - particularly youth, women, and pastoralist communities.
Under his leadership, IfPC has become a key convener of community-government engagement, supporting local mediation efforts, strengthening social accountability structures, and enabling communities to actively shape development priorities and public decision-making processes.
Programme Experience and Thematic Expertise
Since establishing IfPC, Hassan has spearheaded the design and implementation of transformative, Donor/ Non-Donor -funded initiatives focused on:
1. Peacebuilding and Conflict Transformation through mediation, dialogue forums, and community reconciliation processes
2. Inclusive Governance and Civic Engagement, enabling citizens to participate in decision-making and public accountability
3. Social Accountability and Transparency, strengthening grassroots platforms that promote responsive service delivery
4. Climate Resilience and Community Adaptation, supporting vulnerable pastoralist communities facing climate-related shocks
5. Sexual and Reproductive Health and Rights (SRHR), particularly for adolescents and young women in underserved settings
6. Youth Leadership and Empowerment, promoting youth inclusion in civic spaces and development planning
